The Missouri Department of Conservation is proposing new restrictions on nonresident deer hunters to prioritize opportunities for in-state hunters and manage increasing demand. The proposed changes include reducing the buck limit for nonresident hunters from two to one starting in 2026 and introducing a $165 permit for hunting on public land. A draw system for nonresident hunters may also be implemented in the future to limit the number of nonresidents hunting in Missouri. The proposals come in response to complaints from Missouri resident hunters about the growing number of nonresident hunters in the state. Public input on the proposal is being sought until April 20th, 2026.
